Get it For Me can be used by any TAMU students, although if you are studying abroad you will not be able to request print books, but ebooks and articles are accessible. For books, you can request individual chapters from a print book - they will be scanned and sent to via email. Ebooks should be accessible from LibCat but each ebook vendor platform can have different download/viewing restrictions, which you can usually find in the Help link in each ebook database.
For more information about how to determine if the library has the full text version of an article, consult this Q&A.
Out-of-country access issues are quite common and can be related to a number of factors, such as your Internet connectivity speed, power charging issues, etc. Try to determine the best place to use your laptop, smartphone, or possibly use a computer in an Internet cafe.
